1. Key Terms

Platform — the ST24 digital service accessible via the website st24.uz and mobile application, operated by STECH24 LLC.

Customer — any individual or legal entity that submits a request for equipment rental through the Platform.

Contractor — a registered equipment owner or operator who provides services through the Platform.

Order — a confirmed request for equipment rental accepted by a Contractor.

Acceptance — the Customer's or Contractor's full and unconditional acceptance of this Offer by registering on the Platform and/or using its services.

2. Subject of the Agreement

STECH24 LLC (hereinafter — the "Company") hereby offers any capable individual or legal entity to use the ST24 digital platform under the terms set forth in this Public Offer.

The Company provides access to a technological system that enables:

Customers to submit, track, and manage equipment rental requests;
Contractors to register equipment, receive and fulfil orders;
Both parties to communicate, coordinate, and document the rental process digitally.

The Company is not a party to rental contracts concluded between Customers and Contractors. The Platform serves exclusively as a digital intermediary infrastructure.

3. Acceptance Procedure

This Offer is considered accepted (Acceptance) from the moment the User:

completes registration on the Platform; or
performs any action on the Platform implying use of its services.

Acceptance constitutes full and unconditional agreement with all terms of this Offer, the Privacy Policy, and the Platform Rules.

By accepting, Users confirm they have the legal capacity and authority to enter into agreements. Legal entities confirm their representatives are authorised to act on their behalf.

4. Platform Services

The Company provides the following services through the Platform:

Request Management — automated creation, routing, and status tracking of rental requests;
Contractor Matching — algorithmic selection of available contractors based on location, equipment type, and schedule;
Digital Documentation — storage of order history, agreements, and communication records;
Rating System — collection and display of reviews from both parties;
AI Assistant — automated responses to frequently asked questions about the Platform and rental process.

The Company reserves the right to expand, modify, or discontinue individual features with prior notice to Users.

5. Rights and Obligations

5.1 The Company undertakes to:

ensure Platform availability 24/7, except during maintenance windows;
process personal data in accordance with the laws of the Republic of Uzbekistan;
notify Users of material changes to the Platform or this Offer;
provide technical support through available communication channels.

5.2 Users undertake to:

provide accurate and up-to-date information during registration and order placement;
use the Platform solely for its intended purpose — equipment rental;
not attempt to circumvent the Platform by conducting transactions outside of it with counterparties found through the Platform;
comply with the Platform Rules and applicable laws of the Republic of Uzbekistan;
promptly notify the Company of any unauthorised use of their account.

5.3 Contractors additionally undertake to:

register only equipment they own or are authorised to operate;
maintain equipment in technically sound and safe condition;
provide services with qualified personnel where required;
hold valid insurance coverage for registered equipment.

6. Payment Terms

The Platform is provided to Users free of charge in its basic functionality.

Rental payments are made directly between Customers and Contractors under separately concluded rental agreements. The Company may offer optional payment facilitation services subject to separate terms.

In cases where payment processing is conducted through the Platform, the Company acts as a payment agent under the terms of a separate agreement and applicable Uzbek legislation.

7. Limitation of Liability

The Company is not liable for:

the quality, safety, or operational condition of equipment provided by Contractors;
non-performance or improper performance of rental obligations by Contractors or Customers;
losses arising from equipment downtime, delays, or accidents during use;
interruptions to Platform access caused by third-party infrastructure failures;
actions of Users that violate these terms or applicable law.

The Company's aggregate liability for any claim shall not exceed the amount of commission, if any, received from the relevant transaction.

8. Personal Data

By accepting this Offer, Users consent to the processing of their personal data for the purposes of providing Platform services, in accordance with the Privacy Policy and the Law of the Republic of Uzbekistan "On Personal Data" No. ZRU-547.

Data may be transferred to Contractors solely to the extent necessary to fulfil orders. Third-party transfers for marketing purposes require separate consent.

9. Duration and Termination

This Agreement is effective from the moment of Acceptance and remains in force until terminated.

Users may terminate the Agreement by deleting their account. All previously completed orders and obligations remain subject to these terms.

The Company may terminate access unilaterally in the event of material breach of terms, fraudulent activity, or by order of competent authorities.

10. Amendments

The Company may amend this Offer unilaterally. Material changes are communicated via the Platform interface or registered contact details at least 7 days prior to taking effect.

Continued use of the Platform after the effective date of changes constitutes acceptance of the updated terms.

11. Governing Law

This Agreement is governed by the laws of the Republic of Uzbekistan. All disputes shall be resolved through negotiation, and failing that, in the competent courts of Tashkent, Republic of Uzbekistan.
